Vintage Otagiri Style Kinetic Motion Clown Wheel Spinning Art Sculpture Toy

This is a vintage Otagiri style kinetic spinning clown toy. I don't know the actual age or maker but it does appear to be vintage and it looks like other Otagiri, Japanese mid-century kinetic toys that I see listed. The wheel that the clown is in spins and then continues with small back and forth movements for quite some time.  I'm assuming that this is how it works.   The wheel stands 6 inches tall and the piece is 4 1/2 inches wide.
